If I want to use Jira to share files, is it pretty much a given that I also need Confluence? Or is there some way to share files in Jira that I am just not aware of? Thanks.

Neither of them are designed to be file stores or shares. Both systems are intended to hold content that is immediately available (not buried in monolithic storage where documents go to die). Attachments are supplementary info or adjuncts, not the core content.
They both use similar tech for attachments and it's not intended for what most people think of as "file shares"
If you want to use Jira as a "file share", you can. You don't need Confluence. Attach the files to issues and publish them to the people who you want to share with. If you want to use Confluence for it, change the word "issues" to "pages" in the previous sentence.
But you'll find it very basic in both systems.
