When I drag and drop a file in a comment, it shows a doc link in the comment. But, if the file name is same as a previously uploaded document, that document is picked up when we click on the document link in the comment.
But, if we click the file in the “Attachments” section, it shows the right document. So, document is uploaded properly, but the link in the comment point to the older document.

just tried to replicate what you described and found out following:
The first time when I drop an attachment into a comment a link is created and the attachment is saved in the section. Adding new versions of the same file (fiilename is same) will make the previous created link to point always to the latest version of the file. You can see that the old versions are gray the most recent is blue.
Now when I drop the same attachment to a new comment, the link is not generated, but the attachement section is updated. Tested with 7.9.0 server.
Conclusion: The behavior you described definitly differs from server. I cannot realy say that one of them can be declared as "buggy". A product owner of Atlassian should be able to answer this.
