We are considering a change from JIRA Data Center to JIRA Cloud. We currently have a number of plugins that run on Data Center. I am not finding a way to see which of our users "owns" each plugin and we are not able to see when it was last used. Our IT folks tell me the only way to see this sort of info is to do a lot of manual queries in the back-end SQL databases. I find that hard to believe.
My question is how do I see who owns the plugin and when it was last used without querying SQL?
Any help would be appreciated.

Your IT folks told you the truth. Because plugins can make a variety of modifications to the system there is no single easy way to audit their use. You would need to contact the vendor of each plugin to find out what auditing options are available.
Also, no individual user "owns" a plugin. The plugin applies to the entire system.
