Auto Assign - Auto assign during a workflow transition

In the GH admin -> General Configuration page, I checked the auto-assign check box. The description for this check box is that the card is to auto assign upon workflow transition.

The card auto assigns when created to the project lead, as setup in JIRA. Does setting this value override the GH setting?

I was able to make the system do the behavior that I was looking for by going into the workflow and setting a post-transition condition.
