If you want to send issues automatically to users on schedule, then you can use filter subscriptions. You can find more info about filter subscriptions here:

If you want to mail users periodically the complete dashboards prints (not just the list of issues) then you will have to use paid plugins. As per your query you have mentioned "circulating dashboard build in JIRA"
