The Reporter makes a ticket and sets an Assignee.
The Assignee does changes and sets an Reviewer.
When the Assignee transitions to Review, it should auto assign the ticket to that Reviewer.

Is there any way to do in post function without any Add-on/ with add-on?

unfortunately you can't do that without using an third part addon. JSU (https://marketplace.atlassian.com/apps/5048/jsu-automation-suite-for-jira-workflows?hosting=server&tab=overview) has a post-function "Copy Value From Other Field" that meet your requirement.

In addition, after the review when the reviewer move it to finalize the ticket it should assign back to the original assignee.

This wouldn't work with JSU, any other way?
