I used to be able to start typing the first letter of a client in the Client Name field in Create an issue and it would suggest the full name. It no longer suggests names (which I had used before). I can't remember if it is a custom field or not

Knowing the field type currently used for "Client Name" would be critical. Is it a regular user picker field type? Does some third-party app provide that custom field?
You can ask your Jira admin to check on the field type and confirm it.
If a regular user picker is used, the User Picker's auto-suggest feature requires the Browse User's Global Permissions to work. Please ensure this permission is correctly assigned to the logged-in user.
Also, make sure proper filtering is used ("Enable group or project role filtering" option) on the user picker if enabled.
I hope this helps you get to the root cause of this incident.
