We have a home grown DB that is very robust which has a manual output set up for CSV, JSON, XML and more.
Currently we have to run a manual process.
1. Download the data in CSV format
2. Change the format of the download to UTF-8 CSV (comma delimited)
3. Add it to Insights/Assets and then Sync
I can get a WebGet or CURL from the source DB for an automated pull but I would like to know if it is even possible to ingest the data into Insight/Assets and what is the prefered method.

Some time ago Atlassian acquired a product called Airtrack which will be rebranded to Assets Data Manager and will become GA normally around October/November and be a default part of Assets/JSM.
The good thing is that Assets Data Manager will allow you to set up scheduled imports directly from internal databases/csv files and about 30 out of the box connectors.
While you could script your own solution now using the import workflows of Assets I'd suggest waiting till the new feature becomes GA (which isn't long anymore) and you can just set it up with the Atlassian tools.
