I've a quick question, when this rule will trigger when
1) either of the value changes[Or condition]
2) both the values changes.[And condition]
I want it to work when any if one value change however it doesn't look to be working.

It is #1 - an OR condition. If any one or more of the specified fields change, then the rule should trigger.
If that is not what you are experiencing there are a few things you should confirm.
1. Review the Audit Log to confirm whether the rule is triggering or not. Perhaps there is a later step in the rule that is failing or a condition not being met.
2. Confirm the scope of the rule encompasses the project where you are changing the field values for issues.
If you would like additional help please share the following information:
1. Show us the details of the Audit Log when you have made a change in an issue.
2. Show us the details of the issue.
3. Tell us the Project Scope for the rule.
4. Tell us the Type of the project with which you are working. That information can be found on the View All Projects page under the Projects menu.

Thanks for looking into my query.
I'm doing simple calculation but it is taking the cached value.
Value 1 [story point temp storage]and value 2 [completed story point temp storage]
while doing the calculation it is taking old values of story point and showing in % complete.
10025 = custom field value for completed story points
14805 = custom field value for story points.
ideally it should 66% [30/20]but it is showing 80% [20/25]

I need to check the box" Allow this rule to trigger another rule" and then value started getting updated correctly.
