I do not believe this is currently possible, because the image attachment must first be copied from one issue to the next, and then it can be included in the comment.

There is an open backlog item for Code Barrel (before Atlassian acquired them) to add this capability: https://codebarrel.atlassian.net/browse/AUT-1030

I saw some posts about using marketplace add-ons to work around this, but I have never used them to try this.
