Automation rule how to duplicate ELSE-IF Matches Blocks within same rule?

Finding the creation of automation rules to be tedious because I can not do the ELSE-IF Matches Block then copy it and change values based on projects.  The automation screen gets longer and then you cannot see the options without scrolling it feels very clunkey. I am hoping this is user error. I cannot see a way to copy a block of automation script rather than redoing it for every project.

I am using Jira Cloud, and not Data Center, and...

In the Cloud version's rule editor, when you hover over a rule component, at the right side there are options to Duplicate or Delete it.  Do you see those options in the Data Center's version of the editor?
