i would move your JQL condition into the Scheduled trigger. Do away with the branch altogether and use an If/else condition.

Quick check: your JQL contains hyphen in the parent key? On the screenshot I can see

parent = ITOPSUK 5456

but the correct one should be

parent = ITOPSUK-5456

If it doesn't help, I would do the following steps to debug the issue:

1. Check Audit Log for the rule.
2. Add log steps for before and after each condition in the rule to see if all conditions are satisfied.
