Assignee options are controlled by permissions - the permission scheme has a line for "can be assigned issues".  You can use fields and groups in there (assuming it's a company-managed project)

The Permission Scheme doesn't support a method to say:

"If Custom Field 1 is set to X then allow only these users to be Assignable to the issue."

It does, if the field is of the right type!

You can say things like:

  • Assignable user = user called Alice
  • Assignable user = Group called "Bob's friends"
  • Assignable user = Role called Developers
  • Assignable user = Group-picker field called "Based on Group"

The trick is the last one - if you select group "Alice's friends" for "Based on Group" in an issue, then you'll be able to assign the issue to any of Alice's friends (as well as Alice, Bob's friends, and Developers)

Welcome to the community.

This cannot be done with an Automation Rule.

You might be able to implement the solution suggested in this post:

https://community.atlassian.com/t5/Jira-questions/How-can-we-Restrict-Assignee-field-based-on-custom-field-value/qaq-p/1848815

However, Jira Cloud natively does not provide a Single User Picker field that can be based on a filter. You would have to find a third party app that would add that kind of custom field to your instance.
