Batching email notification

Hello, 

I am trying to enable Batch email notifications by following:

but when I goto the (gear) > System  there is no "Batching email notifications" option to select and pressing 'gg' and then searching for "Batching" returns nothing.

How do I turn this on?  Also, can it be on a per project basis or is it only per company?
