Being able to edit velocity. Project vs Board plans?

I am testing the Portfolio add on.  I have created a Feature and then Initiatives hierarchy and applied that across the data.  I'm using the same set of data, on two plans:

1. The first plan is created using a project - and creating teams manually
2. The second plan is created using boards - and the teams are created automatically from the boards.

I can edit the velocity of the Board Plan, no problem.  Why cannot I edit the Project Plan - its greyed out??

I would prefer to use the Project Plan as this allows the the Feature and Initiatives in the hierarchy to be in different teams.  This reflects naturally what happens in that multiple teams might work on an initiative or feature.  If I use the Board plans from top to bottom it requires the same team to be allocated to the Initiative/Feature/Epic/Stories etc.  It seems very dogmatic?
