What is the best practice for dealing with "Rework"?

Let's go to the following scenario:

1 - A bug is fixed and released in production (Done).
2 - The problem treated in the bug reoccurs.

In this case, speaking of Jira, the good practice would be:

1- "Reopen" the issue that was in Done and take it to InProgress for it to be treated and released again?

or

2 - "Create a new Issue and associate it with the issue that is in Done"?

Anyway, what is the good practice to be used for "Rework"?

Small summary: Depends on what you are trying to track and report. 

If you are looking at how many defects are being found - in terms of count or more on getting things done and move to the next and no one cares about the count.
