We have a group of people in our company who do some testing for us a couple of times a year for 2-3 weeks. We'd like for them to be able to submit child issues (Bugs) for one particular epic, "XXX-9999 Testing". There's no other reason they would need Jira access the other 46-48 weeks of the year so it seems silly to make them Jira users for these few weeks twice a year when they don't need it otherwise.
Is there a way to have them submit their issues without being Jira members?
If so, what is the best way to set them up to submit issues?

There are a few ways to accomplish this.

Another option, as mentioned in this post, is to have the users submit the tickets via email, and set the email handler to set the Reporter to an already licensed user.
