Hello - new to Jira and first time posting on Atlassian Community
The team I support as PM is using Structure for Jira to track waterfall projects. They want to be able to better manage the team members to easily and quickly identify resource overload. Also want to be able to forecast into upcoming projects to indicate additional resource needs. I was told Tempo Planner may be a good solution, but would like everyone's opinion on the best add-in for the need with Structure in mind.

Other than Tempo, you may also look at BigPicture: https://marketplace.atlassian.com/apps/1212259/bigpicture-project-management-ppm?hosting=server&tab=overview. You may see the screenshots from the marketplace to check if this is what you are looking for.
Do note that you can evaluate addons to verify if the addons meet your business requirements.
