Big Picture red bar blocks task movement

There is red bar (dotted line with tails) on the timeline in my big picture project.

All I found in the community about this bar is:  "Those are 'markers' which we call 'deferred tasks' and they appear on your chart whenever data entered in Jira is different from calculations made by the plugin itself."

The borders of this bar blocks movement of the the tasks on the gantt.

Every time when I try to move the tasks outside the tails of this bar - they returns back.

How to move the tasks outside the borders of the bar or how to rid off this bar?

If you click on the red bar there is an option to Fix.

Select this and the bar realigns
