Team is using free tier of JIRA total number of active user are 9 but in billing section it shows 11 which is contradicting and confusing, need your help understand gap and also assurance that we'll not be charged anything since we're still leveraging free plan so far.

You can see that you plan now says Standard in the second column. You will be charged for a Standard plan on your next billing date (May 18, 2025) if you don't reduce the number of licensed user to 10 or few and then also change your plan back to Free.
If you click on the 11 you will be shown a list of the users that have been granted Product Access for your Jira product. If there are users that should not have access you can do any of the following:
- Remove their Product Access by clicking on their name and deselecting all their product roles.
- Suspend the user accounts. They will no longer be counted as licensed users.
After reducing the licensed user count you will need to click the Manage option shown in your first screen and change your subscription Plan from Standard back to Free.

Based on screenshot, seems you are now on Standard plan, hence, prior to May 18, you may need to action the below.
First thing you need to do is to bring the license consumed less than 10.
Once the licensed count is under free plan, you can change the plan from admin hub, navigating to the manage subscription.
Login to admin Hub(admin.atlassian.com) -> Billing tab -> along with the product name, click on the 'manage' -> it will take you to manage subscription page -> from here you can change the subscription for the product which is eligible for free plan.
