Our company has 4 Jira instances due to recent acquisitions (all instances are cloud based).
Is there a way to be billed for all 4 instances via a single invoice? can we be billed via the total active users count combined rather than per each instance?
A great example is add on pricing where economies of scale kick in - we are paying way more now as we have separate instances than if we paid by the total active users combined as price per user goes down over a certain amount.

Each Cloud site has a unique SEN (Support Entitlement Number) and it's not possible to consolidate the billing into a single invoice as the add-ons are charged based on the number of underlying product licenses on each site.
As @Hernan Halabi - Elite IT Consulting Group said, merging those Cloud sites into one is the best option to save overall billing/licensing cost. But, it's not straight forward to merge multiple sites into one.

Hello @[deleted] each instance is a separate world and billing can't be merged.
I would suggest to merge all instances into a single one. It won't be an easy task and would require planning and tests but is feasible and in the end you have a single billing point as one as one place to go to see all the information.
