The board admin for the project can't create, start or close existing sprints. Getting the error: You need the "Manage Sprints" or "Start/complete sprints" permission for all projects in the origin board to manage the sprint.
There are two projects stories listed on the board. What's interesting is that he can start a sprint in one of those projects on the board but not the other.

Note also that this error message is based on all the projects that are encompassed in the Board Filter for the board. The issues actually displayed in the board may not represent all the Projects for which issue could be displayed in the board.
If the board filter does not explicitly constrain the projects from which issues will be selected with "project =" or "project in" statements, then Jira is evaluating the user's permissions against ALL projects in the instance, regardless of whether or not those other projects actually contain issues that meet the other criteria of the board filter.

We modified the filter to add the second project and it fixed the issue!

If you are the Jira Admin, or else ask the Jira Admin:
Go to the Permission Helper and check those 2 permissions for the board admin by selecting an issue on either project.
