Board visibility in project sidebar

Some users are able to see the drop down for the boards associated with a project within the project sidebar, under the project name, (see image below), while other users cannot. I have checked project permissions, user settings, board & filter settings and I cannot figure out what allows users to be able to see this board drop down menu. Any insight would be greatly appreciated.

The issue was the global setting "Creating Shared Objects". It was set to specific groups. I update this to "anyone" and now the users are able to see the drop down boards/create board menu within the project side bar.

If you have multiple projects on the board, then it depends on which "context" the user accesses the board from.

For example, if a board is set for 2 projects, and you are on your current page inside one of the projects (keeping this intentionally vague), and then you try to access the board, then the board will be opened with that project's context.

If however you are outside either of the projects, and you open the board, then you do not get any project-related settings.

If this is true, then you would have "?projectKey=<KEY>" url parameter when opening the board, thus seeing the menus for that key, otherwise there is no such parameter, and Jira does not know which menus to provide, and will not try to select any default.

Can you show us the board's filter? What do the screenshots looks like compared to one seeing the expected, and one seeing the unexpected?
