Building JIRA 7.7.1 from source dependencies failing

I am trying to build JIRA 7.7.1 from source i followed this guide.

I installed all of the third party dependencies but i am still getting following error.

[ERROR] Failed to execute goal on project jira-api: Could not resolve dependencies for project com.atlassian.jira:jira-api:jar:7.7.1: Failure to find jta:jta:jar:1.0.1 in https://packages.atlassian.com/maven/repository/public was cached in the local repository, resolution will not be reattempted until the update interval of atlassian-proxy has elapsed or updates are forced -> [Help 1]
