I've inherited a poorly maintained Jira database - there are hundreds of users that haven't logged on in a number of years....
The Admin User Interface for filtering users is very basic - is there an easy way for me to filter say all users who haven't logged on in more than a year and do a bulk archival of these users?

There is not any delivered functionality unless you want to use the webservice and create your own app. There are several apps that do this and you can install and test them to find out which one will work best for you. https://marketplace.atlassian.com/search?product=jira&query=delete%20users
