Is there a way with jira cloud standard to bulk clone?

Hi @Sara Creenan (M&T) - Not without a 3rd party app like Bulk Clone or Deep Clone.

However, you can check out this question where I offered an option using automation.  It is a little involved, but may fit the bill for you:
