This is from 2018, but as I can judge, still pretty much up to date.

If you have access, you can perform bulk operations.
Go to Issues --> Advanced Search --> Bulk Operations (under 3 dots at top right).

You can select perform an operation by selecting whichever option suits you.

As far as I can check in my instance of "Jira Software" in the Atlassian Cloud, the bulk operation does not support cloning.
