Bulk change of issues in Jira Cloud Software

Hi, I am trying to figure out how to bulk change multiple issue's status.  I have read that I need to have global permissions setup (I do) and tool icon drop down list has bulk change wizard (tool icon is not present).  How do I get the tool icon to appear so that I can conduct bulk changes to issues?

You need to make sure you have "bulk edit" permission in the global permissions.  That's the only thing that controls whether it appears in the tools menu or not.

I cannot see the tool menu in Jira Cloud Software.  I am the site admin and the tool icon is not present on the project.  I have given global permissions to me and other administrators, but cannot see the tool icon to search for bulk changes.

Run a search (magnifying glass to the left) and make sure it returns at least one issue.  In Cloud, the "tools" menu is always there at the top right, as a ... icon, as long as you have the right permissions to do at least one thing on it.
