Is there a way to streamline the process of generating multiple Jira child tickets when a user attaches a CSV file under Epic? Your insights and suggestions would be greatly appreciated.

No, there is no capability that lets you add a csv file to an issue as a trigger to have it parsed.
However, this support article describes everything necessary to import a csv file into Jira. When you run this import, it is possible to save the import configuration for later re-use, so it should become a smoother process.
On a side note - there are alternatives to creating issues inside an epic apart from using a csv file. If you want to use a standard set of issues, you could:
If your issues are specific each time, consider creating them manually inside your epic each time. Creating them outside Jira creates complications to get the data in your product and it does not stimulate your users to collaborate.
