BulkEdit doesn't show the Users in the Assignee field

Hi

When a user makes a Bulk Edit operation, the Assignee field does not loads users.
With administrator user, the problem doesn't occur.
This problem occurs with Chrome browser and not with Firefox.
Thanks for you support.
Regards

I just ran into this issue and figured I would share my research for anyone else that may encounter this.

First I double checked that I had the right global permission for "Browse Users & Groups" (got there from this: https://confluence.atlassian.com/jirakb/cannot-find-users-in-assignee-or-reporter-fields-779158856.html) that was NOT the problem.

After seeing Florian's response here I had a hunch and started narrowing down the scope of tickets that I was trying to assign by project, and I started seeing that I was able to bulk assign in many projects.

I finally found a project where I was unable to choose any users other than myself (FYI I'm a product, site, and org admin in this system). The project in question was a JSM project and the "Assignable User" did not have the correct permissions (Service Desk Team role) to be an assignable user.

TLDR:

One project's permission scheme permission for "Assignable User" can block you from bulk updating assignee across multiple projects.
