Buttons "save", "cancel" override other buttons in description field

hi 

after upgrading Jira server  to 8.13.7 , we experience some changes in the view of issues.

in description the buttons "save","cancel" override the buttons  "visual" ,"text"

like on screen shot

anyone have a idea how this can be handled ?
