Por favor si podrían indicarme como se pueden obtener los reportes consolidados de porcentajes de avances, costos y horas de los proyectos en JIRA

You can use the time tracking report to see how many hours are cumulatively spent on an issue in a project.  It will not give a breakdown as to whom logged time, you have to look at the specific issue for that.   For the detail you are after in a report I would suggest tempo timecards in the Atlassian marketplace.
