CAB (Change Advisory Board) - Delivery management -

I use JIRA and XRAY, standard JIRA. I'm the administrator of JIRA.

I have several project and my Release manager would like to be able of manage CAB/ manage delivery in JIRA.
I try delivery functionnality but this is only working project by project so I can't add in the delivery tickets from all my project.

Is this premium JIA would allow to add ticket from several project ? 

What i found as solution is to create a project dedicated to the Release manage and create CAB as ticket in where she would be able to link ticket in order to built is delivery. 

What do you think about my solution ?
