CSV Bulk Import Issues User not Found

I feel like I have tried everything but I keep getting the message user not found when adding issues. 

1. email
2. username
3. username with no spaces
4. firstlast

I have searched through a lot of posts trying to figure it out, but I am not able to get it to work. 

I am on 

Jira v8.13.13

it only works with the MLCS CSV not the standard CSV import

Does the user exist in the system? What are you trying to set the user as in the import of an issue (assignee, reporter, some custom field)?
