Calculated Number Field hates russian locale

Hello, 

So i wrote simple formula for dividing one filed on another and it works ok. But then if user with russian language setting in the profile tries to view it, it doesn't work.

It works for every language pack there is, except russian, i tried change formula to this:

And it still doesn't want to comply. So the question is how do i make it work for russian locale? If i have to write formula that only works for russian locale i'm fine with it.
