Calculating users spent time from the issues export

The all-fields excel export of the issues contains a column labeled "Log Work". The column includes four components separated by semicolons. What is the definition of the third component that starts with "ug:"? Can it be used to get the name of the user who logged the time?

Third component in this export is user id which is generated in jira and time spent is last one that is 3600
