Call REST API from Azure DevOps

The Azure DevOps integration add-in is broken, so I need to make a REST call from my DevOps platform through to my Jira Cloud instance. I would like my release information to appear with an issue just like that shown on their support docs:

I've not been able to find out which fields I need to populate in the REST API documentation. 

Can anyone advise?
