Can Close Story without Closing Sub Tasks

My team uses JIRA and we are able to close a story without closing all the sub tasks. Is this proper behavior? Is there a way to change some settings so all tasks must be closed before a story can close?

Set a Sub-Task Blocking Condition to the "closing" transition of the parent issue, in your case "story". That will solve your problem...
