Can Custom Fields be added to the View Issue screen though it does not have any data?

I want to add a Custom field to my default Issue View Screen. I added it but the field does not display until it has user data in it. 

The Custom Field is a text field. So I added a default value to it but it still does not show-up on the View Issue screen.

This issue was discussed by few users in 2012 and 2014, but did not see any solution to it.

 

The ONLY way the Custom Field would display on the View Issue Screen is when it has User Entered data?

Hello,

That is right. If you want to have a custom field available on the view screen, the field should have a value.

In your case when you added a default value, you will see the custom field on the view screen for all new issues. If you want to see this field for the old issues, you would need to set the default value to all old issues. You can do it with the Bulk Edit feature. You can find more info here:
