I need to add a site wide banner in JIRA and Confluence onDemand. Is this possible?

The Public Announcement Service plugin should be installed in your OnDemand instance. Go into Confluence Admin and scroll to the bottom. On the left nav under administration you should see "Public Annoucement Service". Not sure where it would be in JIRA as I don't use JIRA.
