Can I add a validator on a transition for the issue but not the subtasks?

I am trying to create a validator to make sure that an issue is only transitioned when the required fields have been filled out but do not want to make that the case on the sub tasks. Any insight?

Yes, this is possible. Make sure you have separate workflows for both Issue (Task/ story) and sub-task, and apply the validator only on the Issue workflow.
