Can I add an existing child to a newly created parent in the Plan View?

We have 5-tier hierarchy. In the plan view, if I created a new issue at level 3, and wanted to map existing level 4 and 5 under it, the plan view doesn't let me click and drag to the newly created issue. I don't want to "save changes" yet. Is this a bad design, bug? Or am I missing something?

My hierarchy has two levels above Epic. I have been able to create new issues at both levels and drag other existing issues to be children of the newly created issues without saving changes that have been made in the plan.

Have you had other users try, or tried in a different browser?
