I want each Tier to only be able to see the tickets in the status for their group.
Also, can the permissions for a specific user be set so their tickets are not viewable by others, like for customer sensitive issues?

We are going to need more information.
What type of project are you using? Get that information from the Type column on the View All Projects page under the Projects menu.
You can't use project Permissions to set visibility for subsets of issues in the project. Project Permissions apply to the entire project.
There are Issue Security options available, but the options are very different depending on whether you are working with a Company Managed project or a Team Managed project.

When you implement Issue Security you specify who can see an issue, not who cannot see the issue. Issue security evaluates the user trying to view the issue against the people/groups/roles allowed to see the issue. If the user isn't among those granted access, then they don't get to see the issue.
But, by default an issue is visible to anybody that has access to the project. When you implement Issue Security, if you don't apply it to an issue then that issue remains visible to everybody.
Also, if you implement Issue Security that does not update pre-existing issues. You would have to update the pre-existing issues separately.
