Can I assign skills to an issue through the JIRA Project and not just Portfolio?

In addition to managing skill requirements in Portfolio I'd like to be able to go through my backlog within the Project and assign skill requirements for each issue.  I tried adding a field to my issue but can't find them as an option.

Is this possible?

Dear Anna,

Skills (and stages) are core features of Portfolio. While issues can be imported into a Portfolio plan (Synchronization Settings), skills cannot be set at the issue in the way you describe. Skills are managed at the Portfolio plan level, not at the project/issue level.

This would be great if skills could be assigned to tasks and the planning automatically used the number of people with the skill at any time to produce the roadmap. Arghh, Is this something in the pipeline for Portfolio? I don't want to have to assign each task to users now.. This could be a showstopper for my trial..
