Can I be billed for Jira Pluglin (Zephyr) only for some teams?

No, 3rd party subscriptions rely on the largest number of licensed users in Jira based on the Jira product you are using.

The short answer is currently no, you cannot be billed for a lesser number of users then than the number of Jira licenses. You can check the FAQ on the Marketplace listing for Zephyr  under "How do I determine my cloud pricing?". This pricing applies to all apps.
