Can I constrain the In Progress Column by what is in the In Review Column

Can I limit the number of work items allowed in an In Progress column by the number of items in an In Review column. In other words, I don't want devs to be able to move items into In Progress if there are too many items that still need to be reviewed and move to Done.

Hi @craig.mccracken -- Welcome to the Atlassian Community!

The column count constraints are "soft constraints", and only lead to highlighting the column in red color rather than preventing status transition.

There may be a marketplace add-on to do this, but I couldn't find one with a search.  I also could not find any suggestions for the cloud version to do this, so you may want to add a suggestion.  Below is the filter I used to search the cloud project:
