Sure, you can do that.
Created your custom field - go to Settings > Issues > Custom Fields
After the field has been created, you will need to do a search for the field, and then in the 3 dots menu to the right, select Contexts and Default value.
There you can edit the context to select a single project at the bottom.
OK - I do not have Admin rights so I am not seeing that. Thank you!

Are you working with a Company Managed project or a Team Managed project? It will say at the bottom of the navigation pane on the left.
