Can I create a scheme that emails everyone involved every week with the changes highlighted?

I am a JIRA admin, and I need help creating or customizing a Scheme for someone running a Project. Instead of getting emailed every time something changes, he wants 1 email a week with all the changes highlighted. Can this be done?

You might look at creating a Dashboard with an Activity Stream gadget with a filter for that Project. Then the project lead can look at it whenever he/she desires.
