We're moving from Data Center to Cloud and now have available 4 different types of security levels

Jira admin
Org Admin
There isn't a lot of different between Admin and Org Admin, but it would be great to have another level in between that maybe only had access to Issues and Projects and/or some of the basic items under System like Filters/Dashboards, Audit log, Global Automation. We have groups representing their own piece of the business, thus need to create and configure their projects and users and it would be better to limit their other access.

No, that is not currently possible.
However, in the Jira Cloud product there is a second project architecture you may find helpful.
The project architecture from Data Center is referred to as Company Managed projects in Jira Cloud. The configuration for these projects continues to be managed through Schemes.
The new project architecture that is also available is called Team Managed projects. Team Managed projects do not use the Schemes used by Company Managed projects. Instead things like issue types, custom fields, and Permissions are all managed locally, within the project, by users assigned to the Administrator role in the project. Those local customizations can't be shared with other projects.

This doesn't address your desires around the items available in the Settings / Systems area, but it may address your desires around "create and configure their own projects".
