Can I enable the issue type Initiative on JIRA version 8.11.1

I would like to setup a issue hierarchy :  Initiative > Epic > Story > Issue

and associate multiple Epic's to an Initiative.  I'm running JIRA 8.11.1 on-premise.  Any suggestions would be greatly appreciated.

You can create your own issue type to represent initiatives if you want, but it will be at the story level, not another layer in the hierarchy.

The usual way to do initiatives as part of the heirarchy is with Advanced Roadmaps (Portfolio), but you could look for other apps such as Structure, Big Picture or even Jira Align.
